WICCE - WATER INFRASTRUCTURES CONSTRUCTION COSTS ESTIMATOR

The application WICCE - WATER INFRASTRUCTURES CONSTRUCTION COSTS ESTIMATOR is an online tool reserved for accredited users, whether they are technicians from the entities that manage the infrastructure of the urban water cycle, stakeholders in the process of planning, design and management of systems, e.g., decision-makers, funding entities, designers, or members of academia. It allows estimating through reference unit costs the investment value of the main typologies of system infrastructures in six application areas: Water Supply, Wastewater Sanitation, Treated Wastewater Reuse, Sludge Treatment, Energy Production and Irrigation.

Available in Portuguese and English, it offers a consultation interface that provides the user with the investment values calculated through the input of analysis criteria.                                    

This application is a digital product from AdP VALOR Serviços Ambientais, S.A. (AdP VALOR), an AdP - Águas de Portugal Group company.

THE ESTIMATES

When making an estimate of the investment value, the user can base the calculation on geographical and temporal scopes, being possible to restrict the region in Portugal to which it applies or the data period to be considered for calculation purposes. The calculation incorporates a cost correction factor, so that the percentage of variation in the results of the estimates is updated to the last year in which the correction index is available.

Each accurate estimate provides the user with statistical information on the sample universe and incorporates the mathematical function that supports the translation of the cost function graph relating to the type of component analysed, with the representation of the respective regression and prediction curves, broken down into civil construction costs, costs of electromechanical equipment and electrical installations, when available.

The estimates made for Water Supply and Wastewater Sanitation areas are supported by cost functions based on the component typology and its characteristic parameters and methodologies stipulated in Technical Guide no. 23 - Construction Costs of Infrastructure Associated with the Urban Water Cycle, published by the Regulatory Authority for Water and Waste Services, I. P. (ERSAR). (ERSAR), thus maintaining consistency with a structured and validated work by the different stakeholders of the water sector in Portugal, plus the necessary permanent update that this application allows.

The analysis of the data in the database and the support to the statistical calculation associated with the regression curves and the prediction of the cost functions in the WICCE are performed using the software R, provided by "The R Foundation for Statistical Computing" [8], which has an integrated set of statistical computational tools.
